The City of Botany Bay (COBB) is a Local Government Area (LGA) located in the inner south-eastern suburbs of Sydney, about 7 kilometres south of the Sydney CBD. Named by Captain James Cook after the quantity and quality of botanical specimens collected by Sir Joseph Banks, the area has a population of nearly 50,000 and houses both the Port Botany container terminals and Sydney Airport.

In 2016 COBB initiated two projects to complete new multi-storey carparks at King Street Mascot and at O’Riordan Street Mascot (Mascot Oval). We were engaged as probity advisors for the procurement program.

For this engagement we provided advice to COBB and monitored the various procurement processes used to select suitable contracting organisations to undertake the design and construction of multi-storey carpark developments.

We reviewed the tender documentation, assessment plans and reports for each procurement process. We attended and monitored all site meetings, tender evaluation meetings and supplier interviews.

Probity Reports were prepared at key milestones for each procurement process.

During the procurement processes the City of Botany Bay was amalgamated with the City of Rockdale to form the new Bayside Council.

The engagement extended from July to September 2016 with an estimated project value of $16 million.
