Arts NSW (now Create NSW) was the NSW Government's arts and culture policy and development body, providing support to artists and key arts and cultural organisations, and investing in the future of the arts through infrastructure and funding programs, and other targeted strategies. It is now Create NSW, part of the NSW Department of Enterprise, Investment and Trade.

In March 2014 we completed probity and governance advice to Arts NSW concerning the initial direct negotiation process, as well as the subsequent extension, of lease arrangements with Carriageworks Limited for parts of the art space available at Carriageworks Redfern.

This included monitoring of the processes employed to assess relevant market circumstances, identify viable alternative use cases, and for the determination of lease conditions.

Where necessary or requested we provided written advice on issues arising during the negotiation processes.

A Probity Report was prepared at the conclusion of each negotiation process.

Our engagement on these processes extended from May 2013 to March 2014.
