Transport for NSW (TfNSW) is a government agency that formulates and implements transport policy, administers various concession and licensing schemes, and undertakes a range of transport related service and infrastructure projects.
In June 2022 we provided probity advice, monitoring and reporting concerning the procurement of Project Control Resources for the Rolling Stock Delivery Program overseeing the delivery of new rolling stock for the Mariyung (New Intercity Fleet) program, as well as the Sydney Growth Trains Project (SGT), the Tangara Technology Upgrade Project (TTU), and the Regional Rail Program (RRP).
Previously we completed probity advice, monitoring and reporting on a range of procurement processes for the New Intercity Fleet (NIF) including the Stations & Signalling Enabling Works (SSEW) program, the Blue Mountains Route Clearance Procurement Strategy, as well as several aspects of the new Mariyung (NIF) Maintenance Facility in Kangy Angy. This included Planning Approvals for the Maintenance Facility, the Maintenance Facility Services Relocation, and the Maintenance Facility Access Road and Bridgework.
We reviewed all tender and process documentation, including probity controls, assessment plans and reports for each procurement process conducted. We attended all site meetings, tender evaluation meetings, supplier interviews, negotiation processes, alignment and interactive workshops, and monitored the conduct of participants.
We checked that every participant in evaluation or assessment processes signed a Confidentiality Agreement and Conflict of Interest Declaration appropriate to their role.
Where necessary or requested we provided written ad hoc probity advice on issues arising during procurement processes. Probity Reports were prepared at key milestones for each procurement process.
Our engagements on multiple NIF Program procurement processes extended from October 2015 to June 2022.
In December 2024, the Mariyung Fleet entered revenue service on the Central Coast and Newcastle line with further. Mariyung trains will be progressively rolled out on the Blue Mountains Line and the South Coast Line..
